Property Maintenance and Service Charges: Questions to Ask Before Buying

Understand what maintenance and service charges may cover, how to compare them and what to confirm before buying a Red Sea property.

Maintenance charges are part of the ownership experience, not a small note beneath the purchase price. They can support clean common areas, operating lifts, landscaped grounds, pools, security and long-term building care. They can also become a source of confusion when the amount, timing or scope is unclear.

The correct question is not simply “How much is the maintenance?” It is “What service is provided, how is the charge calculated, and what may be requested later?”

Identify the type of charge

A completed building may collect a monthly or annual contribution. An off-plan project may require a one-time maintenance deposit, a recurring charge after delivery or both. Some destinations separate community fees, club access, utilities and property management. Never assume that one quoted figure covers everything.

Request the current written schedule for the exact unit. Ask whether the charge is calculated by unit area, property type, land area or an equal share. Confirm whether tax or administrative fees are included.

Ask what the charge covers

Create a simple list and mark each item as included, separately charged or not provided:

  • security and access control;
  • common-area cleaning and lighting;
  • lift, pump and tank maintenance;
  • pool operation and water treatment;
  • landscaping and irrigation;
  • beach or club access;
  • waste collection;
  • external building repairs;
  • reserve funds for major work;
  • administration and management.

Inside the home, air conditioning, appliances, plumbing fixtures and internal decoration are usually separate owner responsibilities unless a specific service contract says otherwise.

Distinguish routine costs from exceptional work

A regular contribution may not be enough for a major lift replacement, façade repair or waterproofing project. Ask how exceptional works are approved and allocated. In an older building, consider whether important systems appear close to renewal. A low current charge can be attractive, but it may also mean limited reserves or deferred maintenance.

Check the history and payment position

For a resale property, request confirmation of any unpaid amounts and agree how they will be cleared before completion. Ask for recent receipts where appropriate. If the charge has changed, understand why. Rising costs are not automatically a problem when they reflect better services or necessary work; unexplained charges deserve clarification.

Compare value, not only the number

A higher fee in a well-managed resort may include facilities and services that a buyer genuinely uses. A lower fee in a simple building may suit an owner who values independence. Compare the service with your intended use.

For a holiday home, reliable maintenance, security and support while you are abroad may be worth more than the lowest annual amount. For full-time living, utility reliability and response to faults may matter most. For investment, consider how the services affect guest experience and net income.

Build the charge into your ownership budget

Record the purchase price, regular service charge, utilities, insurance where applicable, private maintenance and a sensible reserve for repairs. If the quoted purchase price is converted from Egyptian pounds to euros, treat the euro figure as a dated guide because exchange rates change. Budget obligations should be confirmed in the currency in which they are actually payable.
